IT Outsourcing, Transborder Data Flow and FOIP
In an increasingly global marketplace, organizations often use
vendors for IT services that are located around the world. However,
governments in particular need to consider how personal information will be
protected when it is stored and maintained outside of their jurisdiction.
IME worked with Alberta Labour to develop a policy options paper related
to transborder data flow and IT outsourcing. The focus of the paper was on
how transborder data flows in IT outsourcing are affected by the requirements
of the Alberta FOIP Act, and Records Management Regulation. The paper also
explored policy options for the Alberta government. These options were
designed to ensure that privacy and other concerns are addressed by Contract
Managers when awarding and managing IT outsourcing contracts with vendors
outside of Alberta.
