Financial Services Commission of Ontario
The Ontario Insurance Commission (now the Financial Services Commission of
Ontario) was created to ensure public confidence in Ontario’s
insurance industry. To achieve this, the Commission monitors industry activity to safeguard
solvency, preserves high standards of conduct for industry practices, and provides
information to consumers. As part of their responsibilities, the Commission authorized
the development of a new insurance application form under new legislation. IME conducted
a series of one-on-one scenario tests of the previous form with a large numbers of
insured Ontarians. Based on the results of that testing, the Commission was able to
develop a more effective application form.
